Strategic Plan's Goal is to Revitalize County Economy

Complaints of Clark County's lack of economic development have been a major discussion among unhappy college students and residents for a long time. The issue of having to drive at least 30 miles for a number of job opportunities, place to shop or a night of fun, is prominent. Most students and residents are unaware of the efforts being made to correct this problem. The Clark County Strategic Plan is working on - and has successfully completed - several projects that can be beneficial to Clark County residents and students.

The CCSP is a group of volunteers formed by several county leaders and representatives from Henderson and OBU. The leaders and representatives developed the strategic plan after noticing Clark County's growth to be coming to a halt. The Vice President of Institutional Advancement and Pediatrician for OBU, Dr. Wesley Kluck serves as one of the chairmen for the CCSP.

"After we established that this area was not growing, a group of us said 'OK, enough talking, let's do something,'" Kluck said.

A huge community meeting was organized with at least 300 people in attendance. The CCSP hired Taimerica Management Company President Ed Bee as a facilitator to help get the plan up and running. The group of 300 or more continued to meet until finally coming up with the plan that will ideally revamp and reestablish Clark County's economic development.

Arrangements for the strategic plan began in April 2006. The county voted for the implementing of the plan and it officially began in October of 2007, when Governor Mike Beebe attended a celebration located in Arkansas Hall for the CCSP. This event marked the official beginning of the strategic plan.

Vice President of Development at Southern Bancorp Shelley Loe, a member of Southern Bancorp Capital Partners, is very dedicated to her volunteer service to the CCSP. "She does a lot of work for the CCSP, she gets everything done," Kluck said.

Loe discussed the opening of the Clark County Child Care Facility, a 24-hour daycare that is one of the many accomplishments of CCSP. The daycare grand opening took place on March 31. "It's up and running, people are welcome to go tour it," said Loe. The facility is managed by Director Phyllis Deloach. "She is great, we found her at Parrot Elementary," said Loe.
